Report their name and Social Security number to the IRS as a delinquent taxpayer , wait about six months and see if they are crying. At least that worked in the case of my ex wife.

Other than checking the Public Tax Liens Records of the filed Tax Liens in the Clerk of Courts of the County Court - it is impossible to obtain this information!

This is the only way I know of because IRS is prohibited from giving out this information to anyone else.

Legally you can't. If a tax lien has been filed at clerk & recorders office it is a matter of public record.
