If the murderer or rapist turned from their sin to the Savior, they would go to heaven because they saw their need of salvation.
Jesus spoke about this to the religious leaders of His day, when they were concerned about all the dirty, rotten sinners hanging around Jesus.
"The Pharisees saw this and said to his disciples, "Why does your teacher eat with tax collectors and sinners?" When Jesus heard that, he said, "Healthy people don't need a physician, but sick people do. Go and learn what this means: 'I want mercy and not sacrifice.' For I did not come to call righteous people, but sinners." (Matthew 9:11-13)
If the atheist is satisfied in his spiritual health, he doesn't see the need for salvation. God will allow them their choice. The person who recognizes their sin condition repent, and come to the One who can heal them.

Whether you consider yourself to be a good person, or if you know you are vile and corrupt, God sees us all as sinners.
Only Jesus can save the atheist, the murderer, and the rapist.

God wants all people to go to heaven. To enable us to do so, He made it so we can. He took the first step the next step is ours to make. This puts the choice of whether we go to heaven on our shoulders not God's. If we accept the gift of grace that is freely given and offered to all mankind then we go to heaven. If we reject it we don't. Narrow is the door to heaven but wide is the path to corruption and death. Jesus is the door to heaven. It is only by admitting we are a sinner, repenting and asking Jesus to forgive us of all our sins, accepting by faith that He dyed for our sin can we enter heaven.

God would choose anyone who asks to go to heaven.
Any sinner can go to heaven, if he will turn from his sin, and come to Jesus for help and healing.
Any atheist can go to heaven, if he will call on Jesus Christ.
It is God's wish that everyone come to Him......

God will allow anyone who is truly born again, and those that received Jesus Christ as their Lord and Savior. In reality, sin is sin there is no different degrees or categories of sin to God. He loves us all unconditionally, but He hates our actions. But everyone will be judged according what we have done in our life according to His Holy and Righteous judgement one day.

If they are truly repentant then their own sin has a lifetime of negative consequences (although they are forgiven). And since Jesus Christ died for our sins, the believer has met the requirement of God. The atheist has denied God's gift of eternal life. And has denied the loving sacrifice of the Father giving His only Son. Wouldn't you be willing to turn away from someone who has spit on your gift of sacrifice?

God did not choose the the murderer to go to heaven if the murderer or rapist has accepted Jesus into their lives then they will be granted into heaven, if the aethist hasn't accepted Jesus then he will be denied. so God doesn't choose people choose for them selves
