If you are talking abour Rancho Cordova CA (a newley incorporated city in Sacramento County) bear in mind that they do not have a police force of their own yet. The Rancho Cordova police cars you see on the road are staffed by Sacramento County Sheriff deputies.

Go to the station, ask for a grievance form. When "a caring soul" tries to talk to you about it, decline it and execute your right to file a grievance.

Go home, review your civil rights, check off the categories the complaint falls under, write your statement and swear it. If you'll mail it, send it via certified mail ONLY. You are best turning it in, in person, and ASKING FOR A RECEIPT.

Internal Afairs will review it and have a decision within a couple of weeks. Your greatest achievement may be to rattle the offender by placing the grievance in his personnel records. He keep his nose clean, or eventually lose his job when other grievances pile up

Go to the internal affairs division of the police department. If that doesn't do it, file a report with the state's attorney general, if you get no satisfaction, go the FBI.
