Yes, even ones that are completely deaf. However, their speech is often garbled sounding because they can't hear it. But a lot can speak to the point of understanding what they say.

Most Deaf people are capable of speech. Many, though, are self-conscious of their speech, because they are aware that they do not sound "normal". Very few Deaf people can speak well enough to be understood by a hearing person who has no experience with them.
There are prescribed mouth movements that are used. Many people will mouth words, even if they cannot speak them. And there are mouth shapes that are associated with certain words. Most people know how to shape their lips even if they cannot produce the words properly.

Yes, most deaf people are capable of vocal speech. It just sounds very odd to us because, understandably, they can't tell how to articulate the sounds correctly.
Sometimes a translator for the hearing impaired will both sign the words with their hands and silently "speak" the words with their mouth (many deaf people can read lips very efficiently).

Yes, unless they also have a vocal cord problem. My expereince is that those who have been deaf since birth (or shortly thereafter) have more difficulty enunciating clearly. Those who became deaf after learning to speak are often easier to understand. Speech can be learned a variety of ways by the deaf.

some can depending on when they went deaf. I have an aunt tha twas born deaf and all she does is make screamin noises. But is they were able to hear for any amount of time, they can mouth the words and occasionally true sounds do come out.

if the person went deaf after they began to speak then yes its possible...although they cant speak as clear...but if a person is born deaf they usually cannot speak because they dont know what the words sound like

Yes they can speak. Some better than others depending on how extreme their deafness is... Because when they learn to speak, it depends on how much they can hear themselves and be corrected.

Of course they can speak. But they can't hear so they have no idea how they sound. It's like driving blind. Martlee Matlin speaks in her movies and she is deaf.

Some of them can. It depends usually on when they went deaf. If they were born deaf, they are usually mute also, but if they went deaf later, they can usually still talk.
