Yes, just not before 8 am or after 9 pm.
They are only supposed to call you ONCE a day, but I find they'll keep ringing if you don't pick up.
You can notify them in writing (must be in writing) that they are to only contact you by mail and they MUST comply per Fair Credit Collections Act.
Harvey's (below) idea is a good one, except that in most cases, you can negotiate to settle your debt for half or less, IF you have money to pay them. If you can lump sum, you may get away with giving them less. If you just send a check, you'll end up paying it all.

The Fair Debt Collection Practices Act § 805 dictates what they can and cannot do. Here is a summery:
(1) at any unusual time or place or a time or place known or which should be known to be inconvenient to the consumer. In the absence of knowledge of circumstances to the contrary, a debt collector shall assume that the convenient time for communicating with a consumer is after 8 o'clock antimeridian and before 9 o'clock postmeridian, local time at the consumer's location;
(2) if the debt collector knows the consumer is represented by an attorney with respect to such debt and has knowledge of, or can readily ascertain, such attorney's name and address, unless the attorney fails to respond within a reasonable period of time to a communication from the debt collector or unless the attorney consents to direct communication with the consumer; or
(3) at the consumer's place of employment if the debt collector knows or has reason to know that the consumer's employer prohibits the consumer from receiving such communication

Write the following and send it to your creditors. Just make sure you don't fall behind on the proposed plan.
Dear Any Creditor,
Please do not contact myself or my family members by telephone. All contact must be made in writing to the following address (put in your address). At the present time, I have fallen behind in my bills due to (fill in reason here). At the present time, I am not able to pay (fill in amount) in full. I will be making montlhy payments in the amount of (fill in amount) continuously until my debt is paid or until I am able to increase this amount. Payment will be sent to the address as requested by (fill in creditor and address) on the 15th of every month ( you can adjust date make sure you type it in bold).
Thank you very much for your understanding and patience.
Sincerely,
your name
*make sure that you send them a check with this letter in the amount you proposed on this letter and keep up with those monthly payments or they will go back to hounding you.

I don't see why not. They figure you are trying to get away from home or your home phone will not be picked up because of work, so they may call you after work hours or weekend.
