Aye it's the ONS(Office of National Statistics), In Ireland it's the CSO(Central Statistics Office).
They also collect information on national debt, companies and lots of other interesting things! If you are tracing a relative bear in mind taht the last one is classified and so are many other past ones. So you can only get census forms form over 100 yrs ago (i think) under the Freedom of Information Act (2003?)

The Office for National Statistics is responsible for ensuring the Census gets carried out in England and Wales. In Scotland, it is the responsibility of the General Registry Office of Scotland (http://www.gro-scotland.gov.uk/) and in Northern Ireland, the Northern Ireland Statistics and Research Agency [NISRA], (http://www.nisra.gov.uk/)

All three work closely together, but they are independent - and some questions are customised. The Office for National Statistics reports to the Treasury, and one of the Treasury ministers is responsible. The Scottish and Northern Irish bodies report to their respective devolved administrations.

i think it's done from inland revenue i can't be sure though.
