Jesus will save you, realize that you must make a decision to repent and turn away from the sin that makes you so filthy in the eyes of God. When you understand that, you will be seeking God in truth, and that is when you will be blessed with forgiveness.
(Jesus told the rich young ruler to sell all that he had, and follow Him. When he wouldn't, he put the "things of the world" before God.-Idolatry.) There is no way we can be good enough, sinless. That is why we need to accept that Jesus is the only one that can save us. ie; follow Him

I would explain to him the plan of salvation.
That he is a sinner.
Jesus Died on the cross for his sins.
He must clean his sins, buy accepting Jesus in his heart.
If he accepts, He must now follow Jesus.
The way that Jesus told the rich ruler, "Sell everything you have and give to the poor, and you will have treasure in heaven. Then come, follow me."
Meaning he must live his life for Jesus, so that he will have eternal life in heaven.

It depends on the 'state' they are in at the time. For instance, in Acts 2:38 all needed to repent and be baptized. Acts 8:9-24, sometimes all that is needed is Godly sorrow and prayer.

I would explain God's plan for salvation. However, if you are referring to the specific case of the young man who Jesus told to sell everything he had and follow Him, that specific answer was because Jesus saw into that man's heart and knew that the young man valued money over god. In essence money, wealth, had become that young man's 'god'. So, Jesus was telling him to stop worshiping the almighty denari (dollar).

Realize that you are a sinner. Make the decision to turn from living your life for yourself to following Christ. Ask Christ to forgive you for your sins. Put your trust in Him to do it. Accept Him into your heart as Savior, and thank Him for saving you.

You must first confess with your mouth and believe in your heart that Jesus Christ is the Savior and He died for you. But the truth is, to be saved revolves around having Faith in Jesus.

To be saved, you must have a true desire to know Christ, it's not a matter of speaking words, it's a matter of true conviction, that you really believe that Christ is the sovereign Lord and Messiah that died for your sins.

I would tell them that God loves every single person, no matter if they are white, black, a rich man, a poor man, a convict, or a government offical.
I would tell them that God loves you and all you have to do is accept him into your heart and soul.

In a nut shell

Accept that Jesus is your personal savior, and that he died for your sins, and believe in the deity of Christ, that he is God incarnate.
