it used to take ages from the old don muang airport but apparently the new one is on the nearer side of bangkok? but the new air port only opened up about a month ago.

From new airport: "Suwan-Naphumi" you may take around 1.5 Hr. approximately, From the airport you may ask your driver to get up toll way "Bangna-Bang-pakong" it will take you from Bangna-Trad rd. fly along the way til Bang-Pakong then you drive directly along Bypass Rd. we call widely "Motor-Way" through Pattaya. This is the shortest way to go there..

This way also can go to Rayong Province as well (in the end of Motorway) you have to turn right for Pattaya, and Turn Left for Rayong..

From Suvarnabhumi go to Pattaya take about 2 hr.

Transport: Taxis - departing Suvarnabhumi
Initially the plan was for no public taxis to be able to pick up at the terminal, instead arrivals would have to take a shuttle bus to a seperate "Transport Centre", with only limousines being able to pick up at the terminal itself. Thankfully that plan has gone the way of the dodo, and taxis are now permitted to pick up at the outer curb on Level 1. There is a 50B surcharge for taking a taxi from here, though there have been rumours that this fee will be increased to 100B. A typical taxi fare from the airport to downtown Bangkok should cost around 250B (before expressway tolls and the 50B surcharge).

Transport: Limousine - getting to Suvarnabhumi
There is a "Limousine Service Counter" on Level 2 (Arrivals). Fares are set at around 1,000B for central Bangkok and 2,000B for Pattaya. These rates do not include tolls.

There's no simple answer to your question !

In theory, the journey should be about 45 mins quicker than from the old airport.
However, having just got back from Thailand, I can tell you that the new journey took me almost the same amount of time as the old one.
I would advise you to leave Pattaya at least 2 hours before the time you want to get to the airport.

We always left from the bus station and it would take about 3 hours. Get a nice neat new taxi and make sure the guy knows where he is going. Some of them couldn't find it before. The avg price seems to be about 2000 bath. We did it for US$45 before but the taxi was small and slow. It is better to take the bus as it arrives there about the same time and is much cheaper.

You'll still need 2 hours from the new airport to Pattaya.
