Yes they can its rare but has happened in the past. It usually happens when theres a cromasone deficiency. Why do you know someone that has been?

People can be born with just about any extra body part. Something happens before they're born that screws up their development. In some cases, what should have become twins joins together to become one person and you end up with a person who might have body parts from the twin inside their body. I've seen X-rays of people that show teeth and hair from a twin inside their body. You know that chick on South Park with the fetus attached to their face? That's a cartoon parody of this real condition.
Discovery channel had something on in the middle of the night about a girl who had three arms, two on one side, who had to have one surgically removed. unfortunately, the one they kept wasn't fully functioning.
