At one inch down and one inch to the left of my sternum there has been a pulsating sensation that I can see through my shirt, it is either a very fast pulsation or a random one. This has happened today three times all about an hour apart from each other. Right before this happened there was a painful sensation under my left shoulder blade for about twenty seconds. What is happening?

There is also a warm feeling around that area. The pulsating lasts for about 6-7 minutes each time.

Sounds like you have an AB muscle spasming out. But you should go to a doctor and not just ask the general public about what it is

I have had several heart attacks but what you describe does not appear to be one. It is not uncommon for people to get fluttering of the heart and mostly it is not the heart at all but your muscles or nerve in your cheat cavity. If there is pain and that pain intensifies and spreads down your left arm or if you are a female it can include back pain, then that is a good sign of a heart attack.
If it continues and you have pain advise you go get it checked out. In heart attacks or angina pain it normally will intensify, but get it checked. Relax if you can and take a few aspirins, sometimes stress can cause similar sensations.

It could be a "jumpy" nerve or it could be something to do with your heart. I would be getting to the Dr and fast. Everyone can exhibit different signs for different illnesses. I would at least call ask a nurse or your local ER to see if they think you should be seen.
