it could be all three. it depends on the girl. some girls think that twirling their hair is cute and attracts attention to them. for others, it is a sign of nervousness, and for the last bit, just habit. just pay attention to the way she does it. if she does it every so often when you have said something, anything, then she is flirting. if she starts doing it and rarely removes her hand from her head, she is nervous. and if she does it, notices that she is doing it, stops, and not too long after starts doing it again, its a habit.

It flirting technique or she could be really nervous while talking to you. It is a habit to some women to play with their hair that they don't even notice they are doing it.

They are nervous i used to play with my hair alot when I would talk to my crush. It's just something to do to not show that you are shaking and if they don't really make eye contact with you they like you.

Maybe for some. I play with my hair even when I'm by myself. If I grab a small tress of it and smooth it down to the ends, I rub my finger against the paintbrush-like ends. It's soft and it feels cool.
That's why I do it. Can't answer for anyone else.

It's a preening gesture. They are subconsciously trying to make themselves look as attractive as possible, and hair is one of the first things a bloke will look at (well, I do at least). There are lots of tell-tale signs in body language. If a girl brushes the hair out of her eyes, I think it means she likes you, and wants to draw your attention to her (beautiful) face.
