I would suggest Lavasoft's Ad-Aware or Spybot for that OS. Both are free and in my opinion Ad-Aware the more user-friendly.

In my spare time I test antivirus/antispyware programs to see if they perform as claimed. Nortons & Mcafee, are they very worse garbage for years. An each an every passing year they continue to get worse. They are the very worse resource hogs.
This is the reason why your pc is coming to a halt. Plus Nortons is unabl to find any virus if you are hit with one. And Nortons does not remove as claimed. The virus is still in your system.
It will be my pleasure to give you what I use free for adware/spyware program. You can use atleast three or four antispyware program, but you can only use one antiviurs program. If you try and use two you will have serious conflict.
First I would recommend you get rid of Nortons because having Nortons eats up all of your memory in your system.
One major problem you are going to find is that when you remove Nortons yo are going to be left with atleast 350 plus fragments of Nortons left glued to your files/folders and hidden all over your system.
You can download from http://www.rosecitysoftware. Their Registry First Aid. This is not a free program, it will help you to rid most of the fragments so you will not have any conflict. You can do this during the evalatuion period without having to purchase. I use this program for over nine years, plus know the owner and not ones has RFA, ever removed a wrong registry key. Plus every key you delete a backup is made. They out of Oregon, U.S.A.
Here are two free excellent state of the art program that I use to protect myself against adware/spyware.
http://www.emsisoft.com They are out of Austria. Excellent free program. Download their free A2Malware for home use. They will ask you for your email address so they can send you your free key. The paid version is almost the same. You have a background guard that works excellent and you get automatic updates. Being that you use 98se which is an old platform the free version is better for you. Low on resources. (out of Austria).
http://www.lavasoft.com This software is out of Sweden). This company has been around long before anybody ever thought of tracking cookies or spyware. Download thier free home use, Ad-Aware Se Personal. I use both in my computers.
If you have the money it would be a really good idea to updates to Windows XP Prof. Microsoft, does not supprt Windows 98se or any of their versions. Not even Windows 2000 Server is supported any longer or SP1 service pack.
You really need your critical updates that come out every second Tuesday of each month. If you purchase a very small item from an OEM, company you can obtain Windows XP Prof., for under $100.00.
Shop around in the country that you reside in. If you do purchase an updated platform, make sure that the platform is installed where you purchase. Plus you want them to install all of the critical updates including SP2 service pack. This way you will see Windows perform the "WGA", Windows Genuine Advantage. They will validate your key on the side of the box.
There are many rogue computer stores that will open a new CD with Windows XP Prof., install the program into their own pc or a frinds pc and then use equipment to re-seal the package. An when an unknown customer purchases the platform the key will not be any good. Because it already has been used.
So be a very smart consumer.

No ad-aware or anti-spywere can successfully delete the threats.
These files usually run when the anti virus program is identifying them.
There for, dont count on these programs to work.
You need to manually shut down the process before you delete the file. Otherwise, the file is usually moved to quarentine.. and that doesnt help, most of them arent deleted in the next reboot, even though they are quarentined because the file starts itself right after the login.
What you need to do.. is reinstall your OS... run an excellent anti virus program like NOD32... (updated)... and THEN try to connect to the internet...
That's teh only true cure for an infected OS.
Deleting manually the files... might take ALOT of time...
Do that if you got a rasonable ammount of infected files... like 10.
More than that.. simply format, install... and err... etc etc...

Norton didn't find my viruses so I don't use it any more. Ad-Aware SE is free, so is Windows Defender, Prevx and Ccleaner. Oh, and Antivir. I use them all. Prevx is supposed to be the only thing you need for spy-ware, viruses and everything else. But it didn't get some of my stuff. I find I need a variety, not just one thing because they all pick up something different.

I would recommend:
XoftSpy (http://www.paretologic.com/products/xoftspyse/index.aspx) and X-Cleaner Online Scanner (http://www.xblock.com/onlinescan.php), although you should download WinsockXPFix (http://www.snapfiles.com/get/winsockxpfix.html) before you run X-Cleaner as sometimes the Internet doesn't work after its removed some Spyware programs.
WinsockXPFix basically repairs your Internet connection settings back to the way they were before.

There are many applications for ad-aware removal:
I suggest you to use
Lavasoft's Ad-aware
http://www.lavasoft.com it's totaly free reliable friendly and can be easily set up.. Note thay during scan it uses lot's of resources
NO your computer wont crash....
Another solution is Spybot search and destroy
If your windows is genuine you can use Microsoft's solution Defender(uses to many resources not suggested)
