The legs or "jacket" are built on a beach or in port .Concrete structures are built vertically on top of flotation sections ,metal legs are built horizomtally.
They are towed out to sea and flooded to sink in correct location on sea bed.Topside structures are then craned off barges to provide production and living facilities.The correct term is oil platform.
Rigs are floating exploration barges.

an oil rig is constructed in portions and shipped out in those portions...
then, it is anchored with lines that are set deep in the ocean floor..
