Their are a few reasons, one: he could be shy, two: he could respect you and trying to be a gentleman, three; you could be sending him mixed messages, and he is not sure whether to touch you or not.
The best advice to give is; if you have not already given him a clear message that you would like to be touched, then try making the first move. Give him a few touches, and signals its OK to touch in return. Good luck

It really depends on his type. If he is naturally honest; then he is probably just shy about the getting really close stage. He would be considerate and honorable. If he is the player type; then he may have respect for you or he may be laying his intricate trap. I am sure you have seen the type. They play whatever role necessary to get what they want and after they get it they are finished. Game over! The only way to know for sure is play.

Either you need to touch him (on the knee is good.)
He might be intimiDATEd. He might want to be friends, but don't assume that! When you kiss him, you should be able tell what he feels... In any case, it could be that he's just respectful / mature / or even just so laid back, that... who knows?
Taking it easy is fine. Follow YOUR best instincts. Take the lead for a change?

Hes probably not sure whether you want him to, although I'd say its a good sign because he respects you and cares enough to be sure - better than those creepy guys who just are all over you. Just put out a few subtle signals that you're comfortable and okay with it.

It may be a sign that he is respecting you by not pushing for sex...if he has gone out more than once with you that is usually a sign that he likes you...maybe he is shy and waiting for you to make the first move.

Hes prolly not a touchy feelie kind of guy. Or you intimidate him. OR he's not into you, Hes just using you to be seen with a pretty girl. So he doesn't look as gay as he comes across to the rest of the world.

Maybe he's just trying to show you that he likes you for other reasons or that he respects you. I think I confused alot of girls back in the day by doing the same thing.

He probably is waiting to see what you are willing to do and wanting.
Make some moves and see what happens. In other words you take the initiative, I'm sure you won't be disappointed.
