I believe that God exists in the moment of Now. And that Now is the moment which flows through time. It s like our awareness. We are in the Ever presence of Now. We do not stay in yesterday, nor tommorrow. Always we are in the moment of Now, as we go through the minutes and seconds of Time. And God exists within us. So He too is in the presence of Now. Time for us goes fast and slow, depending on our perspective of the moment, and our feelings. Therefore what we experience, God experiences. Slow or fast.
Yet the presence of Now, if we take it out of the flow of Time. Then the Now , does not move anywhere, and is static. Stationed in one position. Without movement, for Now, there is no Time. So the word "slow" would then be an understatement. For the Now isn't even moving an inch. It's stationed. Static.
But when the moment of Now, re-enters the flow of Time, again it is flowing at different speeds depending on the emotion felt at different parts of Time.

God does not live 'in time', He created it, it does not control Him. You see, God knows the past and the future, He is in all time at the same time. Try envisioning it this way, all of time is in a clear glass sphere, and God is holding it in His hand, He can see everything that is going on at the same time, all at once. That is kind of how it is for God.

no one really knows, but I believe that time, as we know it, dose not apply to God. I believe that time is one of the sciences that God put in place to controle the functioning of this universe that He created.
