Of course not! You can leave them out, it just won't be as spicy. You could always add heat with Tobasco Sauce or some other hot sauce.

No, that must be a special recipe, I have never seen one with that ingredient and there are many many recipes for stewed cabbage, including one where you have to sing. Yes, sing. I thought that was funny too.
As for pepper flakes, it probably wont do any harm to your end product, practice on it and tell us how your family likes it. You never know if the next recipe we see in the net will be yours !

Although I have never heard of cooking cabbage that way, you can certainly give it a try. It might be good.
