The old order was destroyed in the war and it will take several generations to restore peace.
Imagine what the USA would be like if somebody bombed all your power supplies , telecommunications, water supply , sewage system, disbanded your army and sent the soldiers home with their weapons, shut down your central and local government, sacked all the schoolteachers,.
What sort of place would it be.

We should take it over permanently as a colony or territory, and inflict severe punishments on dissenters
