He is bringing the value of my home while he lays there twitching clutching a bag of dog droppings, can I legally drag him to the street?

Well then, this is certainly an intriguing legal query. I'm going to take two guesses as to why he's lying there "twitching clutching a bag of dog droppings":

1. He's an epileptic who, to his great misfortune, suffered a seizure mid-prank.

2. You tazered his mischievous a/ss mid-prank.

In either case, I don't think you would be breaking any laws by dragging him to the street, though you may be opening yourself up to a civil lawsuit.

Why is he 'twitching' as you said? He must have a medical problem?

If he does, I cant believe you would ask such a thing? Maybe walking his dog is hard on him physically and brings on a twitch...?

Why dont you ask him if you can help him home, instead of worrying about your property value? Or how about, we just let the dog crap on your lawn then you dont have to see the guy at all.. then you can clean it up.

Ahhh.... i see the remainer of your questions now... interesting. Just out to stir up some chat, are we??? One would think property value would decline more with dog crap all over.. but thats just me...

Call the police if you feel it's appropriate.
If you feel threatened you could file a document to keep him away from you, perhaps even away from your property, call the courthouse and ask

Although it sounds like you could yell at him to get off your property, touching him in any manner (grabbing him by the arm and leading him off your property) could have legal ramifications for you....just call the police.

Call your local law enforcement officer. It is pathetic that a man following the local ordinance of picking up his pets fecal matter has a heart attack on your property and all you think about is your pocket book.
