Not necessarily. If this were not a mixed world you could make a statement like that and for a larger percentage it would be true. Northern Europeans on the average have more body hair versus Africans. But in the recent historical times of planet earth our mobility has caused miscegenation and mixing. Some biologists have stated that as much as 25% of White Americans have a Black ancestor. Many Blacks have non black blood in their backgrounds, With Asian/Native Indians mixing worldwide also.

With all this someone could have all the characteristics that may seem stereotypical of one race but then have a gene that pops up from the past and changes a stereotype.

If you look at ANECDOTAL evidence and lined up a northern Lap from Finland, a central African Black native and a racial Han Chinese, on the AVERAGE the European will probably have more body hair. But if you ask a beautician or hair removal person you will find all kinds come in for the treatment because there are many exceptions to every rule. heck if just 10% of Americans have a lot of body hair that is 30,000,000 people.
