Personally I think karat is the wrong way to judge a diamond. The quality & cut are more important. Do your research. You can spend a lot of $ for a very low quality diamond. Diamonds should be clear without any blemishes. If it looks cloudy, then it is an inferior diamond. The cut will also determine how the diamond is set. For example you could get a smaller diamond (size-wise) and have it set as emerald cut and it looks bigger.
I think the fact that you're taking the time to really plan how to propose in a way that is memorable is romantic. If you think she would like a hot air balloon ride, then definately go fo it.

Anything right at a carat or above is VERY NICE!! & quite acceptable. Proposing in the hot air balloon is very romantic; be sure to have some champagne waiting on the ground when ya'll get back to Earth!!! Also, you might want to try to find out what shape diamond she prefers - round, oval, marquise, emerald, princess, heart - getting a stone in a shape she loves would really be the icing on the cake! It's not the size of the ring, it's the through that counts a nice rock will be prefect you don't want to over do it.
No the hot air balloon thing if she is afraid of high place then that would be the prefect place. How about where you first meet.

The size of the diamond depends on what you can afford. Don't go into a lot of debt for it. You can upgrade later when you can afford it. If you are comfortable financially, 1 carat is great, but 1/2 carat is very respectable too.
Hot air balloon? Depends on what kind of thing your sweetie likes to do. It wouldn't be good for me, but if she likes it, that is great!

I like carrots of all sizes. Baby carrots are probably my favorite though, because they're sweeter and easier to pack in lunches.
:: ahem ::...anyway....no, I wouldn't want to be proposed to in a hot air balloon. It's too...volatile for me. Plus it's really loud.

Whatever you can afford. She should be happy with whatever you get her. If she is upset because it is too small, there is your clue that she is money hungry. Yes that would be a romantic way to propose. Just don't drop the ring.
