If you don't know her that well, try introducing yourself first. Then, start a conversation about things going around you. For example, ur at a football game, talk about how the team is doin or something. You could also try complimenting her to get the convo started. Girls like compliments, but be sincere about it. Tellin her she got a fat booty (lol) isn't exactly a good start, if you want something serious to come from this.

If you have her phone number, call her and ask her out
If you have her email address, email her and ask her out
If you don't have either, go up to her, start a conversation and get either her phone number or the email address. Start with the thinking that you are going to be "just friends." That will make it easier. If she takes you up for the outing, you know you have a shot. I am telling you to ask her out on the phone or by email so you have more confidence. It is easier when the person is not looking at you directly.
