Do Halloween type games/activities (bob for apples, ghost stories, seance) and/or carnival games (balloon pop, basketball, ring toss). You could even do the goldfish game-- a bunch of ping pong balls, tiny goldfish bowls (or substitute jars with smaller mouths) and cheap goldfish would be required.
This works unless you are doing a specific theme, like fairies or monsters or something else like that. For beautiful costumes only, go with girly games. Go with adventurous or spooky games for other costumes.
If general costumes are the theme, then the sky really is the limit, though. I suggest considering how long this party will be going on.
Most parties for this age group linger on a few hours unless they are a sleepover party. For non-sleepovers, the kinds of games I mentioned with mostly cheap prizes would suffice, running off and on throughout the day, interspersed between eating, music, presents, cake, etc. If you want to go out with a bang, get a box to use as a treasure chest and fill it with pennies, pearly necklaces, candy coins, rings, and fake craft jewels-- plus any other prizes you can find. Double bag the booty and bury it somewhere you think it won't be noticed, or just hid it well. Have the girls follow a treasure map to find it and they can split the booty when they do.
If the party is a sleepover, have plenty of food, music, and about 3 brand new movies your daughter would love to see. Get some cheap make-up. Do the day party as I suggested, except for the treasure chest. As a craft, have the girls hand sew simple purses and decorate them. After two or three hours of party, let the girls go to do make-up, watch movies, and just be silly. Be prepared to pop popcorn or fix up pizzas (get crusts and supplies ahead of time and you could even let the girls fix up their own pizzas). Let them do their own thing, but have a couple standbys like scavenger hunt and seance stuff if they get bored. Have pancakes in the morning and send the girls on the treasure chest hunt then.
Whatever you do, I'm sure it will be fun!

you could do a tresure hunt to keep them busy - you could use post it notes with clues on in different places so one leads onto the next - so you have one card to start with saying something like - this place keeps things nice and cold - so they need to work out where that is - ie the fridge....and inside fridge there will be another clue to somewhere else. the final place can be sweets or treats for them. obviously you can make the clues as hard or easy as you like. my mum used to do this at my parties.
sorry cant think of anything else but im sure you will get loads of ideas.

what i do on halloween parties is Have a dance floor, karoake, and games like you mix up things into a drink and they try to guess what ingredients are in it. Food. Guessing games, dancing games such as, Hokey Pokey, Electric Slide, Macaraina and freestyle dances. Couple dances when its time to slow down and grab a boy or grab a girl and dance with them. they will have a blast!

When I was 7 my mother made this relay race with a number of interesting things to do, I don't remember it exactly, I remember having to bite a lollipop off from a series of lollipops that were hanging from a string, I recall popping balloons on a chair, and I recall shaving these two teenage friends of mine who volunteered to do it. If you have a relay race that involves shaving people, you'll probably have a good party.

I'm a youth leader and work with 10-17 year olds. I'm always trying to find new and fun games, but as you know it can be a challenge. There is a great website that I use quite often, www.youthpastor.com, and they have tons of great indooor/outdoor game ideas for small and large groups. It's been a lifesaver!

When my daughter turned 11, one of the games was a different version of pin the tail on the donkey.
We found a poster of one of her "crush" tv stars, taped it to the wall at a reasonable height, and they were each blind folded, turned three times and aimed at the poster. The object was the kiss closest to the lips. We marked the spot with lip stickers with each girls name. They loved it. It was called the 'Kiss off' by the girls.
