No, I do not think so. Indeed, it might well be argued that the reverse would be true. Why should England take on whatever administrative and military responsibility it has in a colony if it is not getting any economic benefit in return? What other sort of benefit might be worth shoring up the economy of the colony? A military base? A communication or scientific outpost? Possibly; but mostly, they want trade and other economic benefits.

Absolutely NOT.. England is not capable economically of supporting any of the colonies.

That is not what colonies are for. Colonies are built to exploit the resources of the land they are built on. If they weren't profitable they would be abandoned.
