There are several photo programs with exception tools to work with. The best I have found is Nero. You can crop the part out or you can use the cut and clone tools to cover up, you can air brush parts out, etc. . There are many different tools to use on almost every photo program to help you accomplish this. My advice is to copy the original photo and use one to just experiment with the various tools. This way you will still have the original and will not mess it up.
