Help me understand:

You are going to call the cops because your neighbor steals your dog crap??????????

I mean, if it bothers you so much, just tell him you feed your dog human meat, or that he has cooties

Buy him a poo-per scooper and tell him to go for it.....unless you enjoy that part of owning a dog ???

If you are going to go to the police to report him stealing dog crap let me know.....I'd love to see the look on the officer's face when you explain that one.....lol.
