Well it depends on the ages of the children to be honest.
If they are really young (ages 2-5) time out, loss of the extras they get (no choices movies/TV, no snacks/candy/chips/dessert, etc) for a few days with explanation each time they ask for it.
If they are young (ages 5-9) grounding for week, loss of privileges (computer, TV, phone, etc). A good talking to at the time of punishment, and when punishment is relinquished. This age group the kids should know better, but test limits consistently.
If they are pre-teen or early teen, well they should more than know better and you are going to have to really step up the punishment. Grounding is minimal, as is loss of privileges.
After that? Well you should seek guidance from professionals IMHO because late teens without respect for your authority who lie blatantly...well while beating them is tempting, it doesn't do any good.
Honestly I'm with others in the answers. While noble in your efforts to help those that need adopting, why did you do it if you can't handle nor were prepared for the basic development teachings necessary such as this situation you are asking about?
If you didn't know what to do here, you are in need of alot of guidance and direction. Get a good book. Get a good mentor. You should seek professional help on how to raise a child. Because this question is really basic on how to solve, and you didn't know.

Give the poor kid time to adjust and find out your rules and expectations first before you start getting uptight about the small things. That would be your chance to tell him lying isn't accepted and do something small like tell him he doesn't get anymore for awhile cause he lied. Who knows why he did it, maybe he thought sharing with the dog was a kind thing to do. I'm a Christian and I've dealt with this and know that they need time and so do you.

Kick them to the street. Get them out of the house before they eat something that's really important. The things you place out in the open yet don't want anyone to touch.
Don't forget when those kids have kids... if they don't give you gifts that you want (that you never ask for), you need to place jealousy between them till one kills the other. Then look innocently at the murderer and say "What have you done?"

Oh, I'd say banishment from your house into your barren back yard. Watch out though, they may start to fend for themselves. If they do, wait till they do anything remotely wrong then drown most of them but pick your favourite and give him a dingy.
Oh almost forgot. Condemn the dog to walk on all fours for the rest of his life. Oh wait..

No, wait, you need to clarify. Where did the candy come from?
If you put the candy in front of the hungry child, knowing full well that he would eat it, then a suitable Christian punishment is to kick him out of the house and then kick his children out of the house and then their children. I hope you're immortal because you may have a lot of children to kick out.
Hmm, too much effort. You may just need to drown all the children in the bathtub. Save some of them...say eight.
