An ad agency is in the business of selling ideas and so the creative work it produces is the defining yardstick by which they are measured. It is almost a given that brilliant work and consumer effectiveness & acceptance go hand-in-hand and so the truly great agencies consistently produce great works and generate business.

You want to make your agency stand out? Decide what you stand for. Insane creative. Funny classified ads for used cars. Cranking out crap work for moron clients. Whatever. Then go find clients who want that kind of work. Clients are basically stupid. They hire people to produce blue prints ads because they can prove they've done blue print ads. So specialize in something, then be so good at it, you kick everyone else's *** who even trues to do it.

Listening to the customer, creative thinking, and good communication. The three "C's"
When deciding, check references and the portfolio.
