Fitness is always worth it. But you can't think about your fitness as a short term goal or your bat wings will just come back. If you are ready to make the commitment to get fit and stay fit the rest of your life will be rewarded with better; sleep, sex, attention, awareness, happiness, self efficacy, ... the list goes on.
Also, your arms are the fastest muscle group to show improvement. If you start going (and keep going) to the gym AT LEAST 3 times a week, better if you do 4 - 5 for only 1 hour, you can see results in about 2 months. Good news is that it keeps getting better! :) I highly recommend that you start by reading Body For Life. It is a great idea (although requires some modification to the weights section) ... I have modified his philosophy and do 20 - 30 minutes of cardio before lifting wights. At the bear minimum I go 3 times a week and will do a schedule something like this:
Day 1: Cadrio, (elliptical is great especially for women) arms, shoulders, & back
Day 2: Rest
Day 3: Cardio, legs
Day 4: Rest
Day 5: Cardio, Chest
The best exercise bar-nun to target the "bat wings" is the cable pull down. Remember to keep your elbows to your sides and do not allow them to come up with the cable, ... as if they were pinned in place. I love my triceps and this is what got them there (also Arnold Schwarzenegger's favorite for this as well.)

After four weeks you will see a difference especially if you are exercising regularly. however it might not be a big difference and will probably only be noticeable when you touch your arms. It takes months of hard work to tone up properly.

Pushups will work and also...
Tricep Kickbacks - step left leg out, place left hand on left thigh for support, lean slightly forward, with weight in hand bring right elbow up above your waist, keeping elbow in place (do not move - very important) raise dumbell up behind you, you should feel your triceps flex as you bring the weight up, lower the weight while keeping the elbow in place (do not move the elbow - very important), lift and repeat 12-15 reps and switch sides and do three sets per side

depends on the type of workout....for sure do some cardio but you also need to lift some weights....nothing too heavy but enough to make you feel sore the next day....start right away...and try to change around your work out after the first two weeks...you'll see a difference but don't expect a dramatic change

It's like a bench press only you use a lighter weight and turn your hands in the opposite direction. Have someone there to spot you just in case you let go.

You can try excercise but if you have excess skin then you will need an arm lift or brachioplasty. Contact a plastic surgeon.
