Here are the midwest contacts who are listed in the Cavalier King Charles Spaniel Club of America's rescue directory, along with the link to the page.
You may have to wait, or change your preferences to be able to get a rescue dog. Most often, rescues are adult dogs.
Healthy well bred puppies of any breed usually aren't cheap, because a good breeder has to put a lot of time, money, and effort into breeding healthy pups of quality.
Remember too, a dog that is cheap or free, costs just as much to feed and care for, as one that you've paid a fair price for. And the cheap or free dog may end up costing you more money in medical care or in other ways, than one that comes from a knowledgeable breeder.
The best place to start looking for a good puppy is CKCSC, the American national breed club. You can also find out lots of breed information, locations of breeders, etc. Breeders often will help people who are genuinely interested in the breed, arranging payment plans for sincere buyers, etc.

I'm from this area, and from what I know, this is not a breed that will come cheaply. If you do find a "cheap" puppy, it will likely not be coming from a reputable breeder who has certified the parents for health and bred for proper temperment. You might consider looking into a rescue group tho as the dog will cost much less, but still be a loving and wonderful pet.

Why do you try breed specific rescue. These are unwanted and homeless dogs and are just as worthy of being loved. If you are wanting a female for breeding purposes then I think that with the "cheap" option...you will get what you pay for. I hope you choose rescue!

Check with a breed rescue to adopt - rescues often have pups, not just adults. You will have better luck doing a search if you spell the breed's name correctly, though.

please be careful with finding a reputable breeder with the breed. I worked at a specialty hospital with neurology and cardiology, we see puppies by 8 months with heart murmurs and a neurologic condition called syringomyelia. please do your research on the breed
