Any time they request it, and any time your TIN changes.
Your SSAN doesn't normally change so there's seldom a need to file an updated W-9 if your SSAN is your TIN.
EINs can change so you would file an updated W-9 if you have an EIN and it changes.
At any rate, you only need to provide a W-9 on request.

A W-9 is the identification number, name and address you have provided to a company that pays you money and wants the number for reporting purposes. Only if the number or some basic information changes should it be updated.
A W-4 is what an employee turns in showing the number of deductions he takes so payroll can compute the withholding tax correctly. Any changes in deductions would warrant a new W-4 and also a new one at the first of each tax year.
