Of course they are paying into Social Security and if they are illegal do not have recourse to file or benefit from those payments.

you asked several questions and it's difficult for me to clear it up for you unless you separate each question. And understand each individually.
A person who worked "legally" in the US will receive SS.
The word "legally" is the key word.
American businesses were not allowed to hire "illegals" and if they did they were/are being fined for hiring "illegals". But they needed workers and to hide the fact they had "illegal" Mexicans working for them they gave them a wage that was not reported so they didn't and couldn't take out SS on them.
You get back SS benefits only if you paid into that fund over the time you were working, and you receive an "amount of benefits" according to your work history. We do have a law that if you are a citizen and are elderly then you can get small benefits to exist on. It's a meager amount.
The "way you state it" people having worked their whole life, if they were "born here" ("born here" being the key word) they they are naturally born citizens and would be able to receive SS "if SS was taken out of their pay" during the time they worked.
If the immigrants who originally came (and are still living) "did not become citizens" while here then they would not receive SS funds.
The problem the US is having is that Mexicans who worked "illegally" (meaning they were not US citizens so no SS was taken out of their pay) are now "demanding" SS and welfare and payment for their having babies here, and demanding doctor care and other benefits. We contend that if they didn't pay into they SS system then they cannot get money back.
The reason we "can't" (not don't want to) give them SS benefits (and welfare) is because we just simply don't have the money to do that, and the Mexicans have come into the US by droves and our healthcare system is overwhelmed, our doctors are leaving, and the quality of life we had in America is diminishing all because they are not citizens, don't wish to become citizens, and (by marking their own flag in the streets) indicate to us that they will never become citizens. They can't continue to take without giving back.
I think there is a program in the military what says something like if you fight for America (are in the military) then you can automatically become a citizen.

Did the person say Mexicans don't pay into SS or did they say illegal Mexicans don't pay into SS? Mexicans who are here legally do pay into it.

If you work in America, you are paying into Social Security. If you pay into it, you have a right to collect it. People are just confused.
