Okay so for the skin, drink LOADS of water to hydrate from the inside and get an oil free moisturizer- an excellent make is "Vichy" since they suit ALL skin types and are never heavy enough to bring out a break-out.
As for your hair - comb olive oil through it weekly during winter- once a week or once a fortnight will do wonders. Of course you do it when you're not going to be seen! Leave on for about 30 minutes and rinse out.
Avon have a fantastic "anti-static" shampoo and conditioner. You can buy online or from an avon lady you know. I know a lady who's hair was ALWAYS like that 'till she tried it. Now it's sleek.

The trick is to moisterize RIGHT after a shower or a face wash, while the face and body are hydrated. The moisterizer then can help "seal" in that moisture. Use Eucerin cream for your face and it's lotion for your body. It won't clog your pores and it's pretty heavy duty stuff. You'll love it.

I swear by Alpha Keri oil for the body, but make sure you don't get any in your hair or on your face. Put it on after your shower before you dry off, but then use a different towel for your face and hair. On my face, I use oil-free moisturizer like PURPOSE. For the lips, good old petroleum jelly.

For your face, try mixing your regular moisturizer with a few drops of Evening Primrose Oil. It'll help retain moisture.
For the hair, rub a few drops of jojoba oil onto wet hair after shampooing.

Apply pure honey for 20 minutes everyday. surely ur problem will vanish leaving u with a glowing skin.
Also apply a good moisturiser on ur entire body after ur bath and at night.
apply palmer's cocoa butter on extremely dry areas like elbows, knees, feet, hands.

Always apply moisturizer on your face, I use body cream not lotion its thicker. If you wash your hair everyday you might want to switch to every other day. I have the same problem with my hair so I wash it every other day, when I wash it everyday no matter what product I use it drys my hair.
