I recommend a separate bodice and corset for anything higher-class than tavern wench, the heavily-boned corset is going to be harder to wash (though not impossible, just use the giant 36" plastic cable ties for boning instead of metal). If you want the tavern wench look, you can modify the corset directions on this page to add straps and adjust the neckline. Make a muslin (test pattern out of cheap fabric) to check the fit. Tarp grommets work better than anything found at the fabric store...

If you're looking for a Halloween costume, check Charlotte Russe or Frederick's of Hollywood. If you're going to a Faire, doing a school project, or anything else that involves historical accuracy, make your own or order one from a costume maker.

Why not make one? Just take a rectangle of fabric fold over the raw edges. Poke some holes in it, thread a long ribbon through the holes and you're there. If you can sew, make buttonholes instead of poking holes.
