Jehovah.
He is MOST HIGH over the earth. Therefore, if he is "most high" that means there is none in the universe higher than he!

Today my cat displayed tendencies of universal dominion, but I believe this to be a temporary thing. He's getting 'fixed' soon, and I think those overlord idea will be swept from his feline mind.
