I don't believe any country has been successful in resolving overpopulation, at least not in modern times. Some countries do legislate how many children you can have; different countries do it different ways but the least horrible of ways is how a couple would get one child "tax free" then have to pay huge taxes on every child they had after that. This is a pretty awful thing because parents in these countries want boy children (to carry on the family name and to support the parents in their old age as the custom is in those countries) and will abandon or even drown their girl-children so they can have another chance at having a boy. This may in the long run ease overpopulation in those countries as there's so few girls allowed to get to adulthood, there's no one for the adult men to have more babies with.

More progressive, modernized countries will try instead to redistribute the population by offering benefits (tax rebates, government assistance, free property) to folks who want to move out of the urban areas and into the more remote areas. That helps get at least some people out of the most heavily populated areas. Also in the heavily urban areas, governments may raise fees/taxes/permit prices (whatever you want to call it) for owning or renting an apartment, having a car, etc, to encourage more people to move out to the less populated areas.

I think it will be a long time before any country really figures out how to level off population increases though.

Put one way gates all around the country so that people can visit other countries but can not get back in again, nor can other nationalities get in so eventually the pop. declines.
