It is a "tracking cookie" and can be deleted safely however if you go to the website that uses this cookie you may have to re-enter some information that will be lost if you delete the cookie. Very often tracking cookies are harmless but they do "invade your privacy" by informing someone of your web browsing habits. Sometime your info will be sold to other parties. I would delete it and not worry about it. Use a program such as RegScrubXP to safely clean the registry (if this was a registry entry) and the cookie itself or use Lavasoft Ad-Aware or even Yahoo Anti-Spy, all are free.
