that all depends on your provider....I have VoIP...and lots of ppl, just like me have choosen this voip provider...because its free to all countries...when I go to visit germany, I forward my phone to my aunt's house...this is the reason so many pp like VoIP...

The Caller pays for call up to it's original destination, the receiver pays for forwarding part of the call.

Depends if you foward your number to a local number then, just the person calling gets billed for the longdistance. Now if your fowarding the number to a long distance number then both the caller and you are billed. And yes in the case it is a cell phone and they are roaming everyone gets billed.
