It is just "marketing speak", isn't it? A bought shepherd's pie does not have any lamb in it these days, does it? So it is almost misrepresentative to associate it with shepherds! Hence the rebranding as a cottage pie. And cottage dwellers NEVER owned a cow! The most they had was a pig and even that usually went to pay the rent, so all they had left was the lard!!!

I think Cottage Pie has a top and bottom crust, like a Chicken Pot Pie, but w/ beef or lamb or both.

Shepherd's Pie is basically beef stew in a casserole dish, topped w/ mashed potatoes spread over the top and sealed on teh edges. No crust.

Shepherds tended sheep...so shepherd's pie is made with lamb or mutton. Cottege pie is beef (I don't know why).

They are both made with mashed potatoes on top.
But I think she is right about one with lamb & one with beef.
Lamb is very popular in Ireland.
