Here's a listing for information in English from the Swedish employment bureau - perhaps you can find something useful there!

You can get a job in Sweden or Norway without knowing the language, hopefully you learn some language after moving here, it might help you in your social life and knowing what exactly you are buying in the supermarket, but most people here speak very good English.
Most jobs though, at least those you'll find through official job offices are usually not for only English speakers, but try finding a job within an international company with a branch in Sweden or Norway, it's not impossible at all.

Your best chance is to work for an international company and then get a transfer to Sweden or Norway. Or learn a trade like building or farming, as they might need people with those skills in the less populated areas of Scandinavia.

The reason that you can't find a website like this, is probably because there aren't any. For most jobs in most countries you'd need to speak the native language. Just think about it for a minute, what would you say if someone asked if they could get a job in your country but didn't speak the language...

Why not take a language course now to prepare yourself? It'd give you a huge advantage....

I would pick sweden, I worked there a few weeks ago for 2 weeks and did not meet one person who could not speak english very very well. Dont know norway but i suspect it is the same.

Also sweden is a fine country very clean and the people are on the most park very frendly and helpfull.

You should learn the language asap as I hate being the English person abroard who can only speak english. Our education system is crappy in this respect.

Sorry but you're going to at least have to put forth an effort to learn the language.
