Actually it should be the contrary. You could be hiding a weapon, scratching your private parts or touching the lady next to you!

it all depends where you are from ?
in Europe ? it is very rude to eat with one hand under the table !
and since both fork and knife are in use ? how to eat properly with one hand only ?

Because it's considered rude to eat with both hands.
By keeping one hand in your lap, it keeps you from using both hands.

im not certain about this but...
maybe it is because in some cultures they use one hand to eat and one to wash, they wont ever mix or use both.
