In my experience they should pay pavement tax.
Also I wonder how many vehicles they scratch when they squeeze between them at traffic lights etc.

Many already have insurance, including me, as it has been available for a quite a few years. The London Cycling Campaign provides third party insurance and legal cover for all of its members so they are already covered.
I don't think cycles will ever have to pay road tax because this tax is based on how much damage the vehicle does to the road and the environment. If anytihing, petrol and diesel vehicles should be paying more.
I'm interested to know what sort of accidents cyclists cause. The only accidents I've seen involving cyclists are when they get knocked off by car drivers who don't look before pulling out, which happens a lot!

This should be started immediately. Years ago (probably about ten years) I cyclist try to squeeze past me in a gap that was way too narrow - they fell onto my bonnet, causing £350 damage. I asked them if you were prepared to pay, they said no and rode off so I was left with no choice but to pay for the repairs myself. I believe they should all have to have road tax and insurance - you see so many cyclists go through red lights and nearly hit pedestrians and it's not funny - some of them go really quickly.
