I would probably have said Ryan Giggs.

Robbie Earnshaw was 21 before his first goal against germany and Bellamy was 18/19 before his first cap and I cannot find anything about his first goal for wales.

Before the mid 90's players younger than 18 were considered too young to compete at international level.

Just for added info, the player with the youngest full international game before Bale was Lewin Nyatanga and before that it was Ryan Giggs so logic kind of dictates that it was Giggs.

The youngest player to score a goal in the world cup was Pele, which funnily enough was against Wales. :D
