I am working as Manager, ICICI Bank Ltd, in New Delhi. I would like to add more to my qualifications. I am a B.Com graduate at present. I have done courses like Oracle, VB, C, C++ etc. I would like to know about the best institutes in India which offer MBA distance learning. I would like to specialise in Finance, or HR. Kindly let me know the details.

The best would be the Indira Gandhi National Open University. Check the details for eligibility, Fees Etc. with the following link.

Join IGNOU or Bharatidasan University Trichy for MBA Correspondence.

I'm not sure about Indian universities, but many UK universities offer distance learning MBAs administered through the British Council. Cost-wise, they're comparable to a full-time MBA in India. You should check out Durham Business School....they have such MBAs specially designed for people who're working. You should definitely check it out with the British Council.
