It's one of those pointless abbreviations used by people who say something they think is funny or read something they think is meant to be funny as a means of letting the other person know they can see the funny side of it, and is only used in text messages where characters cost space, so is totally unnecessary when used here. It is also frequently used by people with nothing to say or no knowledge of the subject in hand as an answer in order to gain points for doing nothing except typing three letters, and in normal circumstances would be called 'cheating', but here it doesn't matter because things like that are treated with the contempt they deserve by most people over the age of ten.

It is an internet "chat-room" expression meaning "laugh out loud" as stated before. I find it really annoying especially when people then use it in their text messages and bearing in mind that it can just be replaced by an exclaimation mark.
