Go to Internet options-----security......highlight internet.......click on custom. Scroll through security settings and adjust the activeX controls and plug-in to enabled for activeX scripting and download active X controls marked as safe.......prompt for activeX controls not marked safe.Save the settings, Refresh the page having problems and on the top corner you should see a yellow tag.....right click and select install active X. Solved

On IE>Tools>Internet Options>Security Tab>Click on "Custom Level".
Check the box marked "Enable"> "Signed ActiveX Control"
Check the box marked "Enable"> "Run ActiveX Control and plug-ins"
Check the box marked "Enable"> "Script ActiveX Control marked safe for scripting"
Click Apply OK

If you use IE or Firefox browser software, You can set security option :
Choose "Tools" - "Internet Options" - "Security", and Set Security level for the Internet zone as "Medium" or "Medium-low"
After you downloaded and setup Google talk, You have to reset the Security Level as "High" or "Medium" because of anti-virus .

Are you able to click on the message and get a little menu that comes up so you can activate ActiveX controls? Usually when that happens for me, there is a little bar that displays the message right below the toolbar area. Hopefully this is what you are referring to. Hope it helps.

Go to your internet options, go to advanced and scroll down till you see security, and check allow active content to run on this computer, that will help and stop your problem. good luck
