Malta has virtually no rain over the summer when their population grows by a million. In the winter, much of the rain quickly runs off the barren soil into the sea. Much of their drinking water is produced by expensive desalination plants. Does anyone know how the average water bill in Malta compares to the UK average? Are the locals subsidised by tourists?

I don't know, but I agree with you!
I was there for a month, whole august, and it was raining only once for all that time! It was raining very, very hard for about 20 minutes! After the rain has stopped, it needed 10 minutes for land and payment and everything else to dry, and it was like it has never been raining! I was truly amazed!

Water's expensive wherever you go because of the lack of it and global warming.... The prices are just gonna keep rising as water gets more scarce
