Get to your recommended weight. Here is a chart you can use to try and shoot for an ideal weight:

Make sure you go to the bottom and do the measurement first, and also measure your height accurately, most guys way over estimate their height.

Then: Start walking to begin getting in shape. Even if you don't have the energy to lift weights or otherwise work out, walk and walk and walk. Walk a mile a day for a week or two, gradually increase that until you are walking five miles a day, maybe half in the morning and half in the evening. Then your leg muscles will build up, and burn off a lot of that excess fat. Since you are still growing, with exercise you may be able to quickly get rid of the fat without much diet change, but do avoid carbohydrates and anything with high fructose corn syrup. Read labels.
