Not necessarily. A lot of people who talk a lot will never be caught saying anything remotely intelligent, but there is a lot of intelligent people who talk a lot too. Talkativity doesn't really have anything to do with one's intelligence.

Personally, I see it as a sign of insecurity. Some people keep on talking about anything just to seem intelligent.
That's just my personal opinion.

I would say no it is not a sign of intelligence. A person may be fluent with words but that doesn't necessarily imply that they are intelligent. In fact it is just a sign they are talkative. Perhaps they just love to share their ideas with others? A quiet person on the other hand may just be as "intelligent" as the talkative person but decides to keep their mouths shut and keep their ideas to themselves for various reasons. So we shouldn't distinguish the intelligent individual by how much they talk. A talkative person tends to "waffle" a lot and at times their words become nonsensical...they only talk for the sake of talking! As opposed to wise individuals who are more introverted in a sense that they are more in touch with their inner selves and do not present and advertise thier feelings/thoughts/ideas on a platter. If you consider many famous writers/painters/poets/scientists (eg. einstein, pierre curie, hans christian anderson, sylvia plath etc.) many of them tend to be introverts! I believe that their introvertedness gives them a higher sense of perception? Well that's just my thought.. :)

It's not about qauntity, its about quality of speech. Vocubalary, ideas expressed. How much you talk mainly has to do with confidence, and personality, not intelligence.
