I live in the Philippines and I find it's not difficult to get a driver for the day.

If so, what can I expect to pay for a day, even if it's a cab?

For a private car or a decent van expect P2,500 plus fuel. Stay away from travel agents who inflate prices for foreigners over the internet. Negotiate directly with the driver. P2,500 plus fuel is a good deal for him and you for 8 hours. P200 for every hour past that, and make sure the driver eats on you. That way you can both be happy with the price.

Your a tourist no matter what. Weather your a foreigner or a Pinoy. Negotiate for a fair price. Pinoy's will take advantage of another Philippino just as quickly as as foreigner, given a chance.

Bol-anons are honest. It's easy to get a driver for a day than getting the regular cab. The cabs are very expensive. I've tried that. The drivers are usually trying to outbid (low bid) each other or settle at the same price so they have customers. You can locate them at the port or try asking the tourist information.

You can negotiate with the driver. Offer to pay the actual gasoline/diesel load, free meals, and a P1,000.00 for a day. Pay no more than these in Bohol!

Yes it's easy. When we went there 2 years ago we didn't know renting a van/car was an option to travel around apparently we saved a lot doing so thanks to the bell boy of the hotel we stayed in who recommended his friend. We only paid P1,500 for about 10 hrs of going around inclusive of the gas. We treated our driver to the buffet lunch of Loboc River cruise and he didn't charge us anymore of the number of hours. He was very nice I wish I could refer him but unfortunately I lost his number.

Check out the tourist counter from the airport my boss just went there a few months ago and had the same luck as ours.
