There was a guy who always answered questions with counter-questions. One day, someone asked him: "Why do you always answer questions with counter-questions?" His reply was: "Who says I do?"

Yes, I say is 'situation' it can warrant someone to return question to question to be come answered; such are seems to be under psychology or political wise. Also repetitives issues might brings anoyied situation to act agressively in returning question to served as answered. Thanks.

well a question that requires no answer is called a retorical question, but i've no idea about this one. I would also call it evading the question
